Dalur and Kurgan Region Government: Cooperation Agreement Signed
The document provides for the implementation of a set of joint measures aimed at ensuring sustainable social and economic development of Dalmatovsky, Shumikhinsky and Zverinogolovsky districts of the Trans-Urals, increase employment and quality of life of the community. Vladimir Arkhipov, Deputy Governor of the Kurgan Region, and Nikolai Poponin, Director General, Dalur, JSC, signed the Agreement. The Agreement was signed during the working trip of members of the regional Government to Dalur, JSC. In turn, it was timed to the anniversary date i.e., the 40th anniversary of exploration of uranium reserves of Trans-Urals. November 27, 1979, exploration crew No.71 of Zelenogorsk surveying company drilled the first well (No. K-137) with the ore intersection in the Dalmatovsky district. Further work, after Dalmatovskoye, allowed to explore Dobrovolnoye and Khokhlovskoye fields, which assessment showed profitability of uranium production. Dalur, JSC was established in 2001 to develop the fields in the Kurgan region; this is the first enterprise in Russia involved in uranium production by the borehole in-situ leaching.
‘Today, the Trans-Urals provides 20% of the strategic metal for the needs of the Russian nuclear industry. It is very important that the enterprise operates without accidents, without harming the environment. I would like to note that the Mining division of Rosatom makes a significant contribution to the regional budget, implements social and charitable programs. Our joint work is a cooperation to improve the quality of life of residents of the region«, said Vladimir Arkhipov when congratulating Dalur, JSC.
Under the Agreement, in particular, the parties will cooperate on appropriate inclusion of gasification of Zverinogolovsky district and financing of construction of gas pipeline into the regional gasification programs of the Kurgan region. «Gasification of the district is provided in the corresponding program by 2023», emphasized Vladimir Arkhipov.
An important matter is the repair and maintenance of sections of roads used in the development of uranium fields. Dalur, JSC also undertook to participate in the funding of social activities implemented in the areas of Dalmatovsky, Shumikhinsky and Zverinogolovsky districts. The Government of the Kurgan region and the Management of ARMZ Uranium Holding Co. paid special attention to the development of uranium fields of the Trans-Urals in recent decades. The outcome of the joint work was an uninterrupted supply of strategic metal to the nuclear industry of Russia, a significant replenishment of budgets at all levels due to tax deductions, and establishment of about 500 high-paying jobs. Implementation of infrastructure projects is very important for further development of uranium production in Shumikhinsky and Zverinogolovsky districts. I am sure that our joint work will resolve all issues. I would like to mention that, based on the total reserves of proved uranium, until 2045 only the regional budget is planned to transfer taxes totaling to about RUB 7 billion. In addition to a significant contribution to the budgets of all levels, according to the social policy, Dalur, JSC is constantly working to improve the quality of life in a number of districts of Kurgan region", mentioned Alexander Burutin, Dalur, JSC Chairman of the Board of Directors.
Alexander Stolbov, the Head of Dalmatovsky district, reminded that in Uksyanskoye village a new school was built and a sports hall was opened, roads were repaired, with financial participation of the enterprise; budget institutions are developing. ‘The Agreement will open a new page in our cooperation for the benefit of the community of the district«, he said. Nikolai Poponin told about the prospects for further development of the enterprise: «Currently, the bulk of the strategic metal in the in the Trans-Urals is produced at Dalmatovskoye field. Nowadays, the center of uranium production in the region began to move into Shumikha, and Khokhlovskoye field will work at full capacity by 2022. At the same time, we plan to carry out pilot works at Dobrovolnoye field in Zverinogolovsky district. Now we are starting construction of a rail based depot on the skirts of Shumikha, in the immediate vicinity of the Central deposit of Khokhlovskoye field. This facility includes a warehouse, approach railways, onsite motor road, etc. The rail based depot will reduce the cost of transportation to Khokhlovskoye, and then to Dobrovolnoye fields. In the long run, up to 350 jobs will be founded in Zverinogolovsky district».
Members of the Government of Kurgan region visited the main production facilities of Dalur, JSC i.e., in-situ leaching site, main building, associated scandium production area. They witnessed loading of jubilee — ten thousandth transportation and storage container — with ammonium polyuranate (‘yellow cake’) at the process train for uranium compound suspension drying. «Over the entire history of Dalur, JSC, several tens of thousands of such containers have been sent to the enterprises of Rosatom fuel company. This one is the jubilee for the new train, which we commissioned in 2015. Since startup of drying, our products reached compliance with the basic quality specification of ASTM (American Society for Testing and Materials),» explained Victor Svyatetsky, Executive Director of ARMZ uranium holding.
Guests of the enterprise, as well as many residents of Kurgan region, were interested in the radiation background at Dalur, JSC. Alexander Vdovin, an expert of the dosimetry control department, carried out appropriate measurements at all facilities. «A natural radiation background (from cosmic rays, from the Sun and soil, etc.) being considered a normal one is between 0.1 and 0.3 uSv per hour. The background at the on-situ leaching site directly near the wells is up to 0.07 uSv per hour. The maximum radioactivity of the most productive solution is on average 0.12-0.17 mSv per hour. Comparison info: for example, in St. Petersburg at granite embankment radioactivity is 0.5 mSv per hour», he commented the results of measurements.
‘The industrial unit has always been and remains the flagship of the social and economic development of Kurgan region. Namely the industrial unit must show examples of social efficiency, tax discipline, activities in foundation of jobs. The Regional Government will provide the necessary support to the activities of the Mining division of Rosatom in the Trans-Urals", emphasized Vladimir Arkhipov after the working trip.
