Information Centre of Dalur JSC Opened in the Village of Zverinogolovskoye, Kurgan Region
Nikolay Poponin, Director General of Dalur JSC, said at the official information centre opening ceremony: “Creation of an information centre evidences that Dalur JSC has arrived in Zverinogolovskiy district for the long haul. We want the local residents to have no fears or concerns related to uranium, so that people could understand the way the strategic raw materials are produced and get an idea of the technology and operation methods used, as well as their safety for the population and the environment. The policy of Rosatom State Corporation is informational openness. We consider the provision of truthful and honest data about our activities to all the stakeholders as one of the top priority tasks”.
We shall recall that the Dobrovolnoye uranium deposit is subject for development in Zverinogolovskiy district (preliminary reserves account for 7,067 tonnes). Dalur JSC obtained the right to use this section of the subsoil of federal significance pursuant to Order No. 1131-p of the Government of the Russian Federation. The Federal Agency for Subsurface Use has issued the corresponding license to the enterprise.
Currently, the enterprise develops two fields in the region – Dalmatovskoye deposit in the same district and Khokhlovskoye field in Shumikhinskiy district. At year-end 2016, 591 tonnes of uranium were mined, which corresponds to the indicator of 2015. Phased commissioning of the Dobrovolnoye deposit will allow the company increasing the production volume annually to 700 tonnes of metal needed by the Russian nuclear industry by 2025.
Opening of a full-time information centre is a logical continuation of the explanatory work of the mining division of Rosatom State Corporation in Zverinogolovskiy district. Throughout the year, round tables with the participation of well-known experts were held in Kurgan and in the district centre and local residents went on tours to the operating sites of Dalur JSC in Dalmatovskiy and Shumikhinskiy districts. Farid Valeev, a resident of Zverinogolovskoye, said the following: “Currently, most people have no doubts about reliability and safety at all stages of the production chain. The development of the Dobrovolnoye deposit will give a new impetus to the development of our district, unemployment will be reduced dramatically and the local budget will be replenished. We will become a prosperous village again and the entire families will strive to come here for a decent life, rather than to leave it”.
Vadim Pashkov, a resident of the village of Trud i Znanie, Zverinogolovskiy district, was appointed Head of the information centre. All local residents having any questions about natural uranium and activities of Dalur JSC, the deposit mining procedure, the technology used and much more, will be able to ask the enterprise representative personally and get a thorough and competent response daily, on weekdays, from 10 a.m. to 12 a.m. Vadim Pashkov commented as follows: “If any issue requires additional consultation with an enterprise specialist, the answer will be provided within one or two working days”. If necessary, he will travel to the villages of the district to meet with the residents and conduct vocational guidance classes in schools. For example, in the village of Trud i Znanie, meetings will be held in the local administration. Next year, the tasks of Vadim Pashkov will be supplemented by the recruitment of local residents. By 2025, when the production site reaches its designed capacity, up to 350 people will work here.Of course, the first questions asked at the opening ceremony were related precisely to the training opportunities for subsequent employment. Nikolay Poponin stressed that the strategy of the company is the recruitment of local residents. Director General of Dalur JSC told the audience: “Up to 90% of the residents of these settlements and the nearest villages work at the existing industrial sites in the village of Uksyanskoye and in the town of Shumikha. We are planning to do the same here. As for the training, our company is licensed for training and guidance of leaching plant operators, operators of geo-technological wells, chemists, mechanical fitters, operators of mechanized and automated warehouses, well servicing operators. Training on the program for blue-collar jobs directly at Dalur JSC lasts three months. For example, when we started the development of the Khokhlovskoye deposit, people from Shumikha came to Uksyanskoye, learned and gained experience; now they are working close to home”.
The information centre operates in the building of Zverinogolovskiy district administration. Mikhail Sheigets, Head of Zverinogolovskiy district, said: “We are glad that a serious and reliable state enterprise has come to the region. This means not only the population churn and unemployment termination, but also the infrastructure establishment: construction and repair of roads, construction of a gas pipeline. I suppose, that the arrival of a large-scale enterprise will push the development of local business, because employees will need to eat in the cafeteria and go shopping. Moreover, the same Dalur will benefit from such services as construction works. That is, our entrepreneurs forecast the creation of about 100 jobs. All this means an increase in the contributions inter alia to the local budget leading to the life quality increase in our villages. We also count on the separate assistance of Dalur to implement social projects. The first step in this direction has already been done, as funds have been allocated to repair the kindergarten roof”.
When answering the questions of the audience, Nikolay Poponin said that the enterprise has no right to cut down the forests under the license terms, so there is no threat to either the geoglyph “100-year Anniversary of Lenin”, or any other trees close to the deposit. He also stressed that activities of Dalur JSC are carried out in strict accordance with the requirements of the current legislation of the Russian Federation in the course of preparation for the deposit development, construction and operation of facilities. The enterprise expects to complete the design documentation development, including the EIA, by the end of 2017. After that, a Public Discussion of the project, including the EIA, will be held with the residents of Zverinoylovskiy district in accordance with the legal requirements. If the Public Discussion terminates positively, the project will be forwarded to FAA Glavgosexpertiza (GGE) for conducting state expert review (including state ecological expert review). Only if this entire sequence is followed and the positive conclusion of expert reviews is received, Dalur JSC will start geological exploration followed by pilot operation.
